Enterprise Resource Planning (ERP) Project
February 2026 marks a major milestone for the City of Atlantic Beach as we “go live” with our new cloud-based ERP system, provided by BS&A Software. This modern platform replaces the legacy Superion system used since the 1980s.
To our residents and customers, please be patient with us during this changeover and encourage email info@coab.us, call (904) 247-5804, or visit www.coab.us/ERP if they need information or have questions.
IMPORTANT: Changes to Your Utility Bill Payment Method
The City is transitioning to a new billing software on February 9, 2026. Please review the following information to see how your preferred payment method may be affected.
What is NOT Changing
What IS Changing
New Payment Portal (Live February 10)
Starting February 10, 2026, you can access our new, improved payment module at: coab.us/payments
Through this new portal, you can make one-time payments or set up new recurring auto-pay schedules.
More Information: www.coab.us/PayingYourBill.
The property is zoned R-SM (Residential, Selva Marina) and is located outside of the Old Atlantic Beach overlay. For the developer to split this into two individual lots, the following minimum requirements from Section 24.109 must be met:
Current Status: The existing lot has a depth of about 120 ft. and frontage along 19th Street of about 182 ft. Based on these dimensions, the property meets the requirements to be split into two lots, provided each new lot adheres to the standards above.
Tree Mitigation
Under current code, the developer is required to either replant or pay into the Tree Fund.
This summary addresses the removal of a significant Live Oak located at 445 West First Street, a property that backs up to Tide Views Preserve.
We understand the value our community places on our canopy, and we wish to provide clarity regarding the city’s role in this process. Due to the tree’s central location on the site, development is not feasible while maintaining the structure. The issuance of this permit was a mandatory administrative formality. Because the applicant met all objective criteria set forth in the current code, staff had no legal alternative but to approve the application.
To mitigate this loss, the developer is required to provide more than 54 inches of replacement trees or pay approximately $9,841.88 into the City’s Tree Protection Fund to support reforestation efforts elsewhere – or a proportional combination of both.
