Vulnerability Assessment and Adaptation Plan Update 2025 

In 2023, the City was awarded grants from the Department of Environmental Protection (DEP) and the Department of Economic Opportunity to update the Coastal Vulnerability Assessment and Phase 1 Adaptation Plan. The city is working with Jones Edmunds in a professional services agreement to undertake this project. The scope of work includes making updates to the Vulnerability Assessment, conducting a marsh baseline study, updating the Adaptation Plan, and conducting required public meetings. The work will also conform to Florida State Statute 380.093, which provides requirements for a standardized vulnerability assessment approach. 

In 2025, the City held public meetings on:

  • March 12, Environmental Stewardship Committee Meeting
  • June 11, Environmental Stewardship Committee Meeting
  • June 16, City Commission Workshop
  • June 25, Public Input Meeting

The City Commission voted to approve the Vulnerability Assessment and Adaptation Plan update at its July 14, 2025, meeting.

Adaptation Planning

The City's Planning and Community Development Department was awarded a grant from the State of Florida's Department of Environmental Protection to build upon the prepared Coastal Vulnerability Assessment and prepare an Adaptation Plan. The City held a public meeting on April 6th in Commission Chambers at 6:00 p.m. Additional public input can be given to the Environmental Stewardship Committee on April 14th. A draft Adaptation plan will be completed at the end of May.

Coastal Vulnerability Assessment

In 2019, the City’s Planning and Community Development department was awarded a Resilience Planning grant from the State of Florida’s Department of Environmental Protection. The Florida Department of Environmental Protection, through the Florida Resilient Coastlines Program, will provide financial assistance aimed at preparing coastal Florida communities for current and future effects of rising sea levels, including coastal flooding, erosion and ecosystem changes.  The purpose of the FRCP Resilience Planning Grants (RPG) is to promote community resilience planning, develop vulnerability assessments, adaptation plans and comprehensive plan goals, objectives, policies and regional coordination. These state-funded grants run from July 1, 2019 to June 15, 2020. The total amount awarded will depend on funding made available by the Governor and Legislature. Individual awards will be between $25,000 and $75.000.

The City selected Jones Edmunds and Applied Technology and Management engineers for the project which has 4 stages.

Analysis 1:  Sea Level Rise Projection Review for 2044, 2069, and 2119 (25, 50 & 100 year scenarios).

Analysis 2:  City of Atlantic Beach Coastal Flooding Assessment  Draft Update January 28, 2021 – Analysis of future flood risks from increased storm surge elevations and wave heights due to sea level rise.

Analysis 3:  Vulnerability Assessment Support - City of Atlantic Beach Flood Maps Projection – Future flood maps that result from combined modeling of sea level rise, storm surge, tidal fluctuations, and extreme rainfall.
