City rolling out new financial management, community development, utility billing, HR platform

Enterprise Resource Planning (ERP) Project

February 2026 marks a major milestone for the City of Atlantic Beach as we “go live” with our new cloud-based ERP system, provided by BS&A Software. This modern platform replaces the legacy Superion system used since the 1980s.

  • Scope: This is a “one-stop shop” integrating financial management, community development, building/tree permits, utility billing, and HR/payroll.
  • Expectations: While the transition will likely result in a challenging couple of weeks for staff and customers as we navigate the initial learning curve, the long-term gains in efficiency and data integrity will be well worth the effort.

IMPORTANT: Changes to Your Utility Bill Payment Method

The City is transitioning to a new billing software on February 9, 2026. Please review the following information to see how your preferred payment method may be affected.

What is NOT Changing

  • Direct Bank Draft: If you are currently enrolled in automatic bank drafts directly through the City, no action is required. Your payments will continue as usual.
  • Personal Online Banking: If you pay via your bank’s personal "Bill Pay" portal, you may continue to do so. Note: Your bank may switch from electronic delivery to mailing a paper check. Please check with your bank and schedule your payment early to allow for mail delivery time.

What IS Changing

  • Existing “Bill2Pay” Users: Our current third-party payment site (Bill2Pay) will be terminated on February 23, 2026.
    • Auto-payments scheduled for Feb 15 and Feb 21 will process normally.
    • Auto-payments scheduled after Feb 23 will NOT process. You must pay manually or set up a new account in our new system.

New Payment Portal (Live February 10)

Starting February 10, 2026, you can access our new, improved payment module at: coab.us/payments

Through this new portal, you can make one-time payments or set up new recurring auto-pay schedules.
