Chief Michelle Cook

Michelle entered the law enforcement profession as a Patrol Officer in 1992. With two promotions (Sgt. and Lt.), and three appointments to the Staff (Asst. Chief, Chief, Director), Michelle retired in July 2017 as a 3-star Director, and 3rd in command, from the Jacksonville Sheriff's Office, a 3,500 person agency and the nation’s 25th largest police department in June of 2017. As Director of Patrol and Enforcement, her responsibilities included the strategic deployment and activities of 1,200 first responders and community relations personnel, and direct management of a budget of $100 million. She also oversaw the over 1,000 special events that occur in the Downtown Jacksonville area each year.

During her career, Michelle held key positions within the Jacksonville Sheriff’s Office, including: Director Personnel and Professional Standards (Training Academy, Firing Range, Internal Affairs, Accreditation, Human Resources); Chief of Patrol; Assistant Chief of Narcotics and Vice; SWAT Commander; and Intelligence Commander.

As a member of the Northeast Florida Incident Management Team, Michelle has deployed across the state and the country as an Incident Commander for the Type 3 Team and is currently a credentialed Incident Commander and Operations Section Chief.

Michelle graduated from UNF with a Master’s Degree in Criminal Justice. She is regularly called upon to speak regarding issues in law enforcement and she travels the country teaching active shooter incident management.

In August of 2017 Michelle became the Chief of Police for the City of Atlantic Beach. She looks forward to leading this bright team of officers for many years to come.

Michelle is the mom of 4 wonderful kids, all who were adopted out of the local Foster Care System.

Commander of Operations & Community Initiatives
Commander Victor Gualillo

Commander Victor Gualillo began his law enforcement career as a patrol officer with the Atlantic Beach Police Department in March of 1991.  As a patrol officer, he served as a Field Training Officer (FTO).  In January of 1998, Commander Gualillo was promoted to Sergeant, where he commanded the Patrol Division, Criminal Investigations Division, and the Crime Suppression Unit.  Commander Gualillo was promoted to Lieutenant in January of 2009 and he directed the Patrol Division, Criminal Investigations Division, and Services Division.  In August of 2011, he was promoted to the rank of Commander, where he currently serves as Commander of the Operations Division.   Commander Gualillo also serves as the SWAT Commander and has been a member of SWAT for the past 23 years.  Commander Gualillo graduated from Southern Illinois University with a Bachelor of Science Degree in Education. He received Employee of the Year in 2012.

Commander of Investigations and Support Services
Commander Tiffany Layson

Commander Tiffany Layson began working as a patrol officer with the Atlantic Beach Police Department in 2000.  Prior to that, she worked for Escambia County Sheriff’s Office as a dispatcher and the Pensacola Police Department as a Crime Scene Analyst.   Before being promoted to Sergeant in 2006, Commander Layson worked as a patrol officer, a field training officer, and detective in the Crime Suppression Unit and General Investigations.  She also coordinated neighborhood watch groups within the community and was a certified Crime Prevention Officer.  In 2009, she was promoted to the rank of Lieutenant and spent time in all three divisions – Patrol, Investigations and Support Services (Records, Communications and Property & Evidence).  Commander Layson has served as the agency’s Public Information Officer since 2005 and currently leads the Investigations and Support Services Division.

Lieutenant of Community Affairs & Special Events
Lieutenant David Cameron


Lieutenant Cameron began his law enforcement career with the Atlantic Beach Police Department in 1997 as a patrol officer.  While serving as a patrol officer, he was a Field Training Officer and DUI/Traffic Enforcement Officer. In 2003, he was promoted to the rank of Police Sergeant where he commanded Patrol, Community Oriented Policing Services, and the Criminal Investigation Division. In 2009, he was promoted to the rank of Lieutenant and currently oversees the operations and activities of two patrol squads along with various Administrative Services such as Training, Information Technology, Police Recruiting, and Traffic Enforcement. Lieutenant Cameron served on the department’s SWAT Team from 2003 to 2006 and is one of the department’s lead police trainers.

In 2006, Lieutenant Cameron received his Bachelor’s Degree in Workforce Education and Development from Southern Illinois University and in 2009 he received his Master’s Degree in Management and Leadership from Webster University. Lieutenant Cameron graduated in 2008 from the Florida Leadership Academy (Class 8). Lieutenant Cameron has been a Police Academy Instructor for the Northeast Florida Criminal Justice Center since 2003 and a Police Academy Instructor for the St. John’s River State College Criminal Justice Training Program since 2010.
